Job Responsibilities

This position is accountable for coordinating activities regarding the qualified product lists (QPL) and certification programs required for the Metals and Miscellaneous Products Sub-Unit. QPLs and certification programs include epoxy coated reinforcement bars, elastomeric bearing pads, high tension cable median barrier, chemical adhesives, welded wire reinforcement, and more. S/He is responsible for coordinating and evaluating National Transportation Product Evaluation Program (NTPEP) audits and products regarding sampling and testing requirements managed by the Metals and Technical Studies Unit. This includes maintaining existing qualified lists and certification programs and coordinating the development of new ones, assisting district personnel in making decisions regarding the quality of fabricated products, making recommendations for keeping specifications current with product use, and making proposals for technological advancements.

Number of fabricators and manufacturers coordinated with: 500
Number of qualified product lists overseen: 15 – 20
Number of department plant audits performed/overseen: 10 – 15 annually
Number of NTPEP audits coordinated: 50 – 70 annually

This position reports to the Metals and Miscellaneous Products Engineer. Reporting to this position is the Metals and Miscellaneous Products Quality Assurance Technician.

The incumbent operates in an environment where s/he diplomatically confers with district personnel, fabricators, producers, suppliers of metals and miscellaneous products, the National Transportation Product Evaluation Program (NTPEP), and private testing laboratories in order to keep a steady flow of quality materials distributed to construction projects. The incumbent frequently contacts manufacturers to determine how materials are to be certified and guaranteed and discusses with fabricators any purchase orders for highway construction materials. S/He establishes contacts with district and NTPEP personnel concerning sampling, testing, inspection, and certification of products and materials. This involves numerous field trips, telephone calls, meetings, and visits to the various manufacturers.

Typical problems and greatest challenges include ensuring the accuracy of test results and maintaining effective relationships with manufacturers and laboratories.

Job Responsibilities continued

The incumbent evaluates test reports, interprets specifications, and disseminates data through oral and written communications. S/He maintains and coordinates the development of qualified lists and certification programs through the interpretation and evaluation of test reports, practical and specialized knowledge of specifications, and knowledge of fabrication procedures. In addition, within the established departmental guidelines and policies the incumbent recommends the acceptance or rejection of a wide variety of products used in highway construction and aids personnel in making decisions regarding quality of fabricated products. The incumbent may serve on one or more NTPEP committees covering a broad range of metals and miscellaneous materials. NTPEP committees are comprised of representatives of every participating American Association of State Highway and Transportation Officials (AASHTO) member department, the Federal Highway Administration (FHWA), and industry associations. These committees develop NTPEP audit programs by establishing policies and operating procedures in accordance with stated program goals. This position requires occasional lifting as samples received in laboratories and/or test equipment may weigh as much as 100 pounds.

The incumbent accomplishes responsibilities through the following staff:

, who under general supervision, is accountable for supporting the coordination of activities regarding the QPLs and certification programs required for the Metals and Miscellaneous Products Unit. S/He is responsible for assisting with the coordination of the NTPEP audits and products regarding sampling and testing requirements managed by the Metals and Miscellaneous Products Unit.

This position is constrained by applicable departmental, state, and federal guidelines and practices. Matters of a unique nature are referred to the Metals and Miscellaneous Products Engineer with recommendations for resolution. The incumbent is authorized to purchase and distribute inspection supplies to district personnel. Work is performed with a minimal amount of supervision.

Internal contacts include various Bureau of Materials personnel. External contacts include fabricators, producers, and suppliers of metals and miscellaneous products, the NTPEP, and private testing laboratories. The incumbent may serve on one or more NTPEP committees covering a broad range of metals and
miscellaneous materials and work with other members of AASHTO, the FHWA, and other industry associations. This position requires frequent in-state and out-of-state travel which may include overnight stays.

The effectiveness of this position is measured by the incumbent’s ability to make comprehensive decisions concerning the sampling, inspection, testing, and evaluation of metals and miscellaneous products; establish working relationships with producers, fabricators, district personnel, and NTPEP personnel; and provide knowledgeable consultation. These elements ensure the inspection and testing program is conducted in an efficient and economical manner.

Principal Accountabilities

  • Provides consultation and interpretation of inspections and testing to ensure that materials meet departmental specifications.
  • Establishes cordial and productive relationships and a workable environment between departmental, manufacturing, and NTPEP personnel.
  • Coordinates activities required for qualified lists and certification programs.
  • Coordinates and evaluates product audits conducted by NTPEP.
  • Evaluates tests being performed and recommends revision of the specifications thus ensuring that materials are economically and efficiently purchased.
  • Ensures that quality products are being purchased and that test methods and procedures used by the departmental testing facilities are current.
  • Serves on one or more NTPEP committees covering a broad range of metals and miscellaneous materials and works with other members of AASHTO, the FHWA, and other industry associations.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.

Qualifications

Position Requirements

  • Education/Experience:
  • Completion of two years of college in civil engineering technology, pre-engineering, or a job related technical/science curriculum plus six years of engineering experience, OR
  • Eight years of engineering experience
  • Frequent in-state and out-of-state travel which may include overnight stays
  • Valid driver’s license
  • Ability to lift material samples and/or testing equipment which may weigh up to 100 pounds
  • Successful completion of a pre-employment physical
  • Successful completion of drug/alcohol screening
