Digital Equity Program Coordinator – Department of Information Technology U2361

The Digital Equity Program Coordinator will have significant responsibilities essential to operations, digital equity policy development and implementation as well as the scaling of SD Access 4 All digital equity programs and services to increase community technology access outcomes. This position will manage the coordination of public/private, interagency, and interdepartmental partnerships to further initiative objectives and support associated Climate Action Plan actions. The role will oversee budget monitoring and procurement for SD-Access 4 All program equipment and materials. This position will be responsible for managing onboarding, training, and tasks for a team of Digital Navigators. This position will be expected to work in a hybrid capacity, working remotely most days but expected to visit various City facilities on an infrequent basis.

The Program Coordinator will also manage the support of the successful delivery of effective citywide infrastructure broadband project development related to the City’s Broadband Master Plan and any associated competitive procurement efforts. This position will provide professional support in the coordination, acquisition, administration, and/or oversight of grant applications and subsequent grant-funded programs.

Key Areas of Responsibility:

  • Develop, plan, organize, direct, supervise, and evaluate activities necessary to operate the City’s Digital Navigator program,
  • Develop and establish work methods and standards for Digital Navigators, and conduct or direct staff training and development,
  • Seek, apply for, and manage grant funding in support of Digital Equity goals and actions,
  • Establish methods and systems to track grant applications, expenditures, and purchasing operations related to the SD-Access 4 All program,
  • Analyze, recommend, and implement modifications to Digital Equity program standards, policies, and procedures,
  • Oversee the research, development, and implementation of the City’s Broadband Masterplan effort, including all associated procurement efforts,
  • Research modern Digital Equity program designs and coordinate programmatic changes with local Digital Navigation service locations and Community-Based Organizations (CBOs),
  • Present on efforts of the Digital Navigator team to City management, City Council, and public audiences.

Minimum Qualifications:

  • Bachelor’s Degree in Public Administration, Communications, Sociology, Computer Science, City Planning, or a related field, or
  • Three (3) years of progressively responsible supervisory experience,
  • Five (5) years of progressively responsible project management/coordination experience,
  • A commitment to public service and innovation in government,
  • Any combination of education and experience that demonstrates these qualifications may be qualifying.

Desirable Qualifications :

  • Experience working in Diversity, Equity, and Inclusion (DEI) efforts,
  • Interest in municipal activities and services and how they impact the community,
  • Experience in working with an array of diverse community stakeholders, including governmental, non-governmental, and Community-Based Organizations (CBOs),
  • Coordinating and deploying large-scale community/municipal projects,
  • Experience with research, analysis, and policy implementation,
  • Experience with grants including research, applications, implementations, management, and reporting for any associated grant-funded programs,
  • Experience in preparation, administration, and monitoring of an operating budget,
  • Ability to communicate complex and technical information in a simple, clear, and straightforward manner, including the use of graphs and tables as needed,
  • Capacity and willingness to work under the pressure of deadlines and a high volume of work and the ability to effectively manage multiple priorities,
  • Strong business and political acumen to work effectively with internal customers, external agencies and businesses, elected officials, and the public,
  • Strong business analytics and quantitative analytical abilities, including a thorough understanding of common data analysis tools and programs,
  • Experience in government accounting and reporting,
  • Demonstrated skills in contract management and administration,

  • Excellent writing and communication skills,
  • Highly ethical and objective, with the ability to navigate in a political environment without being political.
